As far as I can tell, the spec already does what you're asking except for the
handling of solidus characters, which we can't do in the way you describe due
to legacy content having significant number of solidus characters all over the
place. (Though even if it were possible, to be honest, I'm not sure parsing
future void elements as inline is a big deal. It doesn't really cause any harm
as far as I can tell.)
