WG Decision: Publish "A transcript extension for HTML document" as a WG Note

> Silence will be taken to mean there is no objection, but positive responses are encouraged.  If there are no objections by Wednesday Sep 23, this resolution will carry assuming it also passes the A11Y Task and PF WG CfCs.

This CfC was passed by the A11Y TF [1] and by the PF WG [2].  Since we did not receive any objections to this CfC, this CfC passes.   

The Chairs and Team will now arrange for publication of the " A transcript extension for HTML document" as a WG Note.

The HTML Chairs are issuing a Call for Consensus to publish the "A transcript extension for HTML document" as a WG Note.  

The candidate WG Note document can be found here:

Note that the A11Y Task Force is carrying out a simultaneous CfC on this matter [1].  There is also a simultaneous CfC on this matter in the Protocols and Formats Working  (PF WG) [2].

The A11Y TF CfC [1] provides the following rationale for this request:

"While the HTML-A11Y Task Force desires this specification to become a W3C recommendation at some time in the future, the several working groups with ownership of this specification are under reorganization in W3C, and it is unclear at this time which existing or new working group will take on future development of this specification. As we do not wish to leave this document as merely an editor's draft, we have determined the most prudent course of action is to park the specification in a W3C Note for the time being."
