recording +1 on merges Fwd: FYI: stepUp/stepDown algorithm change (bug 27432)

Hi,

It occurs to me that it might be useful to have a simple way of recording "+1"s on changes - most particularly for substantive ones - that doesn't result in people getting lots of messages that aren't directly related to the content of a bug or proposal...

algorithm and it got merged today.
