Re: dated WD snapshot of alt techniques document

Thanks, Steve. On first glance-through, this WD looks very promissing.

We'll discuss possibilities on the TF call today. I think it's just,
just barely, possible to publish a heartbeat next Thursday ahead of
TPAC's publications moratorium. Else, it would have to be 5 November.
