At this time, the chairs would like to give members of the working group
an opportunity to update the rationale statements previously provided.
At the current time, we have two:

http://www.w3.org/html/wg/wiki/PolyglotRecommendationRationale

http://lists.w3.org/Archives/Public/public-html/2012Nov/0006.html

Please respond by 20 November, 2013, either with an updated rationale,
an indication that no updates are needed, or with a request for more time.
