CfC: Publish main element extension specification as WG Note

This is a Call for Consensus (CfC) to publish the following extension specification as a WG Note.  This extension specification has been merged into HTML5 and publishing it as a WG Note will document the fact that the Working Draft [1] is no longer being worked on.

Silence will be taken to mean there is no objection, but positive responses are encouraged. If there are no objections by Tues May 28, this resolution will carry.
