This is a Call for Consensus (CfC) to publish the following
heartbeat [1] Working Draft:

HTML to Platform Accessibility APIs Implementation Guide

Silence will be taken to mean there is no objection, but positive 
responses are encouraged. If there are no objections by Tuesday 
September 3rd, this resolution will carry.
