Use of pronoun “they” is ambiguous in this context.  Upon first reading, I
thought “they” referred to “img elements” generally.

It would also probably be good to recommend what to do instead.

Current:
In particular, img elements should not be used to display transparent images,
as they rarely convey meaning and rarely add anything useful to the document.

Proposed:
In particular, img elements should not be used to display transparent images,
as transparent images rarely convey meaning and rarely add anything useful to
the document.  CSS should be used to display transparent images.
