Request to drop hgroup from HTML5

Hi Chairs,

with my a11y hat off,

As per section 13. Removing some at-risk features early in CR [1] of the
HTML WG decision policyand its classification as an at risk feature as per
Plan 2014, I am requesting that the hgroup [2] element be removed from
HTML5 as it does not have even a single reasonably complete implementation.
