There are some specific types of linking, like longdesc, rel={some things},
which provide this functionality, and some other elements like summary/details
that can enable the relevant functionality for various cases. But there has
been consistent disagreement that we need a single generic mechanism for
"description" of elements.
This seems unlikely to happen.
