Wasn't the purpose of the note to let the TF edit the text?

Removing the duplicated text from HTML 5 would seem even better: the 
HTMl specification is already large, and an explanation about how to 
use "alt" needs to be able to explain the difference between an 
alternate representation and an image description, including giving 
examples with longdesc and aria-described-at as well as described-by. 
But longdesc isn't part of HTML.

An alternative migt be to update the WCAG text to which HTML 5 already 
points.
