Updates to transcript draft

Hi folks,

I made a new draft of the transcript proposal, moving the alternatives  
into an appendix and noting that they are expected to vanish before CR.  
Unless of course we change our preferred approach…

With this, I'd like to propose that we try moving this to First Public  
Working Draft...
