Fwd: HTML/wg/WorkMode and HTML 5.1

Two discussion topics from yesterday's FSF that Paul and I felt were 
worth specifically drawing to the attention of the A11y TF:

First, there appears to be widespread support for adopting a webapps 
"WorkMode" like model for the working group.  Based on this feedback, 
the chairs are inclined to move quickly on this item.  See forwarded

Second, there is talk of moving from the current plan of a two year 
cycle for releases of the HTML spec to a one year cycle.  See the

The HTML WG chairs undertook a review of the Decision Policy[1] with the 
intent of identifying which portions needed updating, and which were no 
longer necessary.  The outcome of this effort turned out to be an 
entirely new document based on the WebApps WorkMode[2] wiki page:

While this is only a draft at this point, the chairs feel that this
effort has the promise of more accurately describes how the Working
Group is -- and should be -- operating.  We welcome feedback on this
list, and plan to discuss this at the F2F next week.

As stated on the wiki page: members of the WG are encouraged to edit
(e.g. to update, correct, etc.) the information in this document.
