ACTION-138 jquery on W3C site

In response to ping on location of jquery.js on the W3C site, the
location I have found is:

http://www.w3.org/2008/site/js/jquery.js

My understanding is this is maintained as a "latest version" of jquery.
It should be safe to reference from our documents as needed.

This closes ACTION-138.
