With respect to the original use case of "table header cell superscripts and
footnotes", it might make for better hypermedia practice to convert notes on
table headers into progressively disclosed inline details. For example:

  <th abbr=Population>
    <details>
      <summary>Population</summary>
      2008 figures from CIA World Factbook.
      </details> 
  </th>
