RE: Change proposal to reopen issue 131 for text baseline

ISSUE-131 [1] is currently open and the change proposal you referenced [2] is listed at [1].

The current Call for Change Proposals [3] for ISSUE-131 was issued on Wed Jan 11 and closes on Feb 11.

I had emailed the chairs to reopen issue 131 for this change proposal on December 8.

This caused a replacement of the canvas 2d api spec. so, the dif Maciej requested will be out of synch but the changes are small enough so the changes should be easily merged should the chairs and the editor support the change.

Please review the change proposal.
