I have prepared a Change Proposal for HTML-ISSUE-199, located at http://www.w3.org/html/wg/wiki/ChangeProposals/ARIA_Processing, and added a reference to this in the Change Proposals page http://www.w3.org/html/wg/wiki/ChangeProposals#ISSUE-199:_aria-processing. I believe this addresses the substantive issues that have been discussed, but could possibly still require editorial clarifications (I tried to be clear but one gets stuck in the details when writing something like this). The goal was to incorporate into the HTML spec the lexical aspects of ARIA attribute processing, and to put in explicit pointers to other documents that define accessibility API processing of these features so it would be less confusing about where such things are specified.
