Change proposals are tracked here:

http://dev.w3.org/html5/status/issue-status.html#ISSUE-205

Meanwhile, feel free to add notes to the issue itself.

Feel free to make "friendly" edits directly into the proposal. Friendly
edits are ones that the supporters of that proposal are likely to agree to.

Counter points that aren't likely to meet with such an agreement should
go into counter proposals.

If possible, work with an existing proposal. Should this not be
possible, feel free to start a new proposal.
