Because, in real-world web-development, specific visual decoration is often
unachievable without a wrapper. It's axiom.

That's why requirement for displayable specific  element to be direct child of
another displayable specific element is purely theoretic and detached from
reality.

In my example, legend is needed to be _inside_ wrapper and cannot be outside
it. These are completely different situations.
