3.1 Bug 5758: "<audio> and <video> do not have sufficient support for
synchronized accessibility content" reported by Jim Jewett.
Marked VERIFIED LATER  by Michael Cooper.
Micheal's comment: "Bug Triage sub-team notes that comment 14 points
out that most of the issues can be addressed. What's missing in this
bug is a reference to the track element that was introduced later.
This element resolves the concerns. No action is required yet as the
bug can't be closed until a text format is agreed upon. Verified Later
is an appropriate state at this moment."
