Call for Consensus - Draft statement to be delivered to WAI / WCAG WG

Colleagues,

One Action Item that has come out of the work of the Media Sub-Team was
the enclosed effort from Sean Hayes and Geoff Freed, which addresses the
need we identified for neutral and informative guidance regarding the
creation of captions (etc.).

At this time, I have been asked to submit this as a Call for Consensus,
the actual question being: Does the HTML5 a11yTF concur with this
statement, and with the action plan of submitting it to WAI and the WCAG
WG? As is common at W3C, I will be asking for lazy consensus: failing to
say anything contrary signals support of this action.  Please forward any
comments to this list.

Draft Statement:

WCAG 2.0 is clear about the need to add both captions and descriptions to
multimedia; however, the requirements do not offer basic advice on how
captions and descriptions should be authored and delivered. Guidelines for
multimedia accessibility do exist but they are usually targeted at
specific technology or regions (see partial listing below).  We propose
that WCAG 2.0 include a neutral set of techniques documenting best
practices for how captions and descriptions should be created and
integrated into multimedia in order to best meet WCAG requirements.
