Survey on text alternatives

In the 13 January HTML Accessibility Task Force meeting, we discussed
the set of change proposals for ISSUE-31 (text alternatives). Laura had
prepared an analysis of the impact of these change proposals on various
approaches. We decided to independently survey opinions on these
approaches, to see how the overall group consensus matches the existing
change proposals. More information is in the introduction to the survey.
