Rationale:  
I have not removed section 3.11 but have modified both sections and examples:
3.1 A link or button containing only an image
http://dev.w3.org/html5/alt-techniques/#sec1
3.11 A group of images that form a single larger picture
http://dev.w3.org/html5/alt-techniques/#sec11
3.1 no longer contains examples of multiple images that form a larger picture.
I moved the example from 3.1 to 3.11 where it is more appropriate.
