Change Description: no spec change
Rationale: "Similarly" doesn't mean anything other than "in a similar way", it
doesn't have any normative implications.

The second sentence is saying that nothing is editable unless the spec says so
elsewhere. (It says so for most of the input types under specific conditions,
such as the condition that the element is mutable.)
