Status: Partially Accepted
Change Description: modified the context to be the same for both examples,
added a recommendation that a text alternative be provided, but not a
requirement.
Rationale: 
The decision about whether to provide a text alternative for an image that is
not directly related to the subject matter is not clear cut. In some
circumstances it is acceptable.
