Areyeh, since you don't intent to submit your document to the W3C and I see no
plans for a W3C document designed to address consistent keyboard behavior why
should we agree to not have any text on this in the HTML 5 spec.?  

This is a very big gap given that the defect was written against a W3C
specification. In other words, I see no W3C road map for what we need other
than the HTML 5 spec.
