Hi Rich,

It's just a way of keeping a static set of all the bugs that were submitted
during the LC comments period. So after we made the new component and moved
all the LC bugs to it, all new bugs now get submitted against the
unversioned default component. And so now we use the LC1 component as a
means for generating an LC1 Disposition of Comments and all that.
