I will  note that Laura, when she filed this bug said:

" Like the HTML4 longdesc attribute a correct and proper describedby is
redundant for people who have sight. "

I think, if we want something that works also for sighted, the we should focus
on a link relation - something like rel="longdesc". That way we would be able
to achieve something that is useful to all.
