This bug defines the work item that goes along with ACTION-138
http://www.w3.org/html/wg/tracker/actions/138.  

The work is to:

Define mappings between HTML Elements and ARIA roles and properties
between HTML Elements and Accessibility APIs
which elements can be overridden by which roles
which attributes can be overridden by which aria properties.

Note that there is a separate work item in PF to map ARIA roles and properties
to accessiblity apis on a variety of native platforms.
