This change proposal is about replacing img guidance for conformance checkers.

This change proposal is a superset of Steve's first change proposal
[1]. This change proposal encompasses all of WAI CG's recommendations
on the matter. Whereas, Steve's first proposal concentrates on
role="presentation", aria-labelledby, and title.

This change proposal is a different matter than Steve's second
proposal [2]. That one splits out examples into their own "Best
Practices" document for a First Published Working Draft.

I support both of Steve's proposals. He suggested my proposal be a
separate proposal than his.
