Change Description: see diff given below
Rationale: I didn't use the exact text (since it doesn't quite fit the style of
the HTML5 spec), but I tried to convey the same suggestion in a sentence added
to the end of that section. I also added a note explaining the reasoning. Let
me know if you think it should be tweaked further.
