Status: Did Not Understand Request
Change Description: no spec change
Rationale: How exactly do you mean "hold off"? Do you mean that the focusing
steps should optionally asynchronously wait for a period of time and then
change the focus? Or do you mean that focus changes should just be disabled at
the user agent's option?
