"COAT was pleased to learn from SMPTE that they have now published some
technical standards and guidelines that will ensure greater captioning of
video material online.

The first document, available free, is a "Roadmap for Format Translation"
and the other two -- "SMPTE Time Text Format" and "Conversion from CEA-608
Data to SMPTE-TT" -- are also available online for $75 each."
