The Task Force has just begun to discuss the topic of text alternatives for bugs 8716 and 8171 which directly impacts the change proposal for Issue 31 missing alt. Hopefully they will want to provide help with the dependent bugs [1] and with the Change Proposal that has been previously sought [2] [3]. Thank you very much for removing the Paragraph-Section-Heading loophole for not providing a text alternative.
