Hi Eric,
I did browse through the minutes and do think you slightly misinterpret my point on on the URI discussions in BioRD: I think Jonathan, Alan, Mathias et al is doing a great job that are fundamental for key applications of the URI best practices they develop, in pharmas such as assigning URI:s in a accurate way to subjects, subjects records, observation records. And I do think they are doing fine without any  "need to keep them on track".
