Procedural note re David Booth's comments

I have had pretty extensive discussions with David - we have managed to 
agree in parts, and agreed to disagree in other parts.

Procedural note:

unless either the WG or David requires otherwise I will follow this 
process in dealing with his comments:

a) If I agree with him, I will speak and vote accordingly
b) If I disagree with him, I will abstain in any related formal decision 
(other than document advance).
c) If I disagree with him, I may speak from my own position. If David 
and I are saying opposite things, please take neither as the HP position.
d) I may listen to HP implementer feedback (i.e. me with a different hat 
on :) ), more! That's half-joking: I don't really believe that my 
implementation experience had any bearing on the differences between me 
and David.

If David or the WG requires there to be an HP position, I will start a 
wider discussion with the HP community to help define one - in which 
case I will represent that position whatever it is. As is, I don't 
believe the cost of establishing an HP position is justified, and hope 
that the WG can cope with it being undefined in places.
