new informative material concerning base-uri?

We had significant discussion concerning the base-uri issue, clarifying 
to ourselves quite what the other specs said.

I would be happy to produce draft informative text summarizing that 
discussion. Such text could, be one of:
- a new informative appendix to the spec
- a new informative appendix to test cases
- be a new informative section in the primer
- be a new standalone document, with end state WG Note

Probably best to choose after we have some text, but I don't much want 
to produce the text if people don't want it somewhere.

Anyone think this would be helpful?
