I'll do my best to discuss David's comments with him off-list, and come 
back on-list with a clearer summary of his remaining concerns.

Possible outcomes include:
- David persuades me that he has concerns around which HP has a business 
interest, and hence I actively support such concerns
- I fully address David's concerns (in which case we might send 
highlights of our discussion to the comments list, to close off the 
discussion)
- David remains with outstanding personal comments that the WG will need 
to address, about which I would abstain
