Contact Mark-up Question

As part of my ACTION, i was to mark-up the W3C contact page with some
GRDDLable microformats hCards. I have just about completed this, but i
had one outstanding question.

        <span class="postal-code">06902</span> <span
class="locality">Sophia-Antipolis Cedex</span> <strong
class="country-name">France</strong><br />

Is "Sophia-Antipolis Cedex" the complete locality name, or is that
region and locality. Can someone with more local knowlegde confirm
this?

Then i can send an email to the W3C web team to see if they will
update the page.
