Dom's tests migrate; set default test ACL as public

Hi

I have migrated Dom's tests

from
http://dev.w3.org/cvsweb/2005/grddl-ts/
into
http://www.w3.org/2001/sw/grddl-wg/td/

and listed them in
http://www.w3.org/2001/sw/grddl-wg/td/pendinglist

I have not verified them yet, but a quick visual inspection suggests 
they are still conformant.

I also created a file .default-acl with content "Public" as documented in
http://www.w3.org/2002/02/auto-acl

This means that all files added to the test directory will automatically 
be public.
