Use Case SOTD

This e-mail is to fulfil my inherited action:

ACTION: BWM to propose status text for use cases
  (starting with commented-out stuff, perhaps)

As far as I can tell, it is undecided whether:

a) this WD is intended as Rec-track
b) this WD is intended as WG Note-track
c) this WD is undecided as to whether it is (a) or (b)

My preference is (b), and I give that text first.
After I provide modifications for (c) and (a).

I strongly oppose (c) given time constraints.
I would accept (a) given adequate commitment from the editor and the 
team contact.

I will send a follow up message highlighting the differences.

I decided to delete the history part of the SOTD - it is superfluous, 
being adequately accounted for in the GRDDL Spec., and in older 
versions, which people interested in the history would refer to.

Otherwise I have only modified the text to reflect (a) (b) or (c).

Recommendation Status. It is planned that these use cases will
be published as a separate Working Group Note.
