That's an aspect of the design that was decided by the WG, not
delegated to the editor. The WG decided #issue-whichlangs on 6 Dec,
and then on 25 April decided that the then-current text
address all outstanding issues, including that one.

So this isn't something I (as editor) can do without the WG
reconsidering the issue.
