base doc

Hi

I've now finished the first pass of the base document, except for 
examples of use of the (unwritten) library code.

I'm currently imagining this as an informative appendix to the spec.

Encouraged by Dan I'll have a go at the library changes tomorrow 
morning, and hopefully manage a second pass on this doc before the 
meeting tomorrow afternoon.

I'll e-mail David concerning DBooth9a and DBooth9c now, as actioned last 
week.
