I am happy to drop this one; I suspect it is because you haven't yet 
done the html:base implementation, and it shows the relevance of 
html:base in a profile doc, so it has explanatory value. But for 
testing, it adds very little to #htmlbase[1234]

I prefer to approve it, but ...
