Updated Editor's Draft of Test Document

I've rolled in John and Jeremy's suggestions and also moved in
additional tests from the "Test relating to Base in the Library" and
"Tests relating to Base computations" sections into the draft.

Some of these do not have any supporting text, but I thought they
*should* be moved in since they address the XML Base 'issue' and Dan had
mentioned he preferred that we have that conversation against specific
test cases.

I doubt I'll be able to get to adding text to those that need it before
our Wednesday teleconference and will mostly be focusing on verifying
the validity of the outstanding tests as well as ensuring the overall
tone does not clash in anyway with the main specification.

So if anyone feels up to suggesting text for those tests, please do =)
