remove xml-stylesheet appendix?

I'm sympathetic to this comment, but I don't know if
removing it is acceptable to WG members. Chime,
as I recall you are the source of that text.

Anybody who wants us to keep it will please defend it,
either here or in in the -comments thread.

Or suggest further explanation to add to the spec.
