It appears we should have the Primer and Schedule published as working
drafts relatively shortly. Also, I cannot find in the minutes who the
scribe for this meeting is, so may a volunteer please step forward?

          + ACTION:DanC to enumerate options for base issue, pick one,
            and propose it in the form of a test case. See his
