This isn't just a theoretical issue; the issue with the rules
that Brian found is matched by an issue with the online GRDDL
service (see problem report and diagnosis below).

Ian, have you made any progress on your action?
  ACTION: Iand to construct a content negotiation test case

The agenda has that action under #issue-mt-ns, but
I wonder if a separate issue would be better.
