Data Catalog Vocabulary (DCAT) - Some comment about W3C Working Draft 12 March 2013

Before all, congratulations for your work.
I've read the last draft of recommendation, and thinking in the implementation phase, I have two questions:

*       As you know the European Union use 23 official languages, to open his information, documents and data to all the citizens. How could manage in DCAT a multilingual catalog and datasets? We need create a full dataset for every new linguistic version of a dataset? Isn't more easy create new attributes only when a new language is need (for example titles and/or keywords?). Could you create an example in three languages to evaluate the multilingual impact?
*        Why don't add in dcat:Distribution a new attribute to do a mention that this dataset is also accessible in RDF (dcat:accessRDF), this will offer  the possibility for the future to access directly to an SPARQL endpoint, or directly to search in a triple store database, or add the URL with the SPARQL query?
