This mailing list (just created) is for people to send in comments on
our work. Everyone in the WG should be subscribed (automatically).
WG members should only send to this list when they are replying to a
public comment, and that should either be a quick informal reply or the
official reply (approved by the group). It'll be easier to make sure
we've addressed every public comment if there's not much other traffic
on the list.
